Fostering more opportunities for legal migration in North America

This paper outlines the Temporary Legal Migration Programs (TLMPs) in North America that allow migrants to acquire employment and aid in the development of their countries of origin. The goal of these programs is to aid migrants so that their human rights and dignity remain intact, while also being protected from smuggling and human trafficking.
