Strengthening policy responses to migrant smuggling and human trafficking

Migrant smuggling and human trafficking are separate phenomena, which in turn are only components of the wider concept ‘irregular’ migration. Yet, victims of smuggling and human trafficking are especially vulnerable to violations of their human rights and dignity.
